UPSC Starts Issuing Admit Cards To Civil Services Prelims


The UPSC has put up a link on its website for students to download e-admit cards for the prelims. The link to download the admit cards is available till August 24, according to information put up on the UPSC website.

A three-member government appointed committee is looking into the demands of civil services aspirants to change the pattern of the Civil Services Aptitude Test (CSAT) to give level-playing field to those coming from rural areas.

"Government will decide on the issue within another 2-3 days," Minister of State for Personnel, Public grievances and Pensions Jitendra Singh said on Monday.

Mr Singh had earlier urged the UPSC, which conducts the civil services examination to select Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) officers among others, to postpone the preliminary exam in view of the students demand.

There has been no change in the date of civil services preliminary examination, which is August 24, according to the admit cards being issued to the candidates.

There are two compulsory papers of 200 marks each in the preliminary examination. These papers are also known as CSAT I and CSAT II.

The CSAT-II paper carries questions on comprehension, interpersonal skills including communication skills, logical reasoning and analytical ability, decision-making and problem- solving, general mental ability, basic numeracy, and English language comprehension skills (of Class X level).

Students have been objecting to the level of aptitude and English language questions being asked in the CSAT II paper claiming they are much above the standard prescribed for the examination.

The civil services examination is conducted in three stages-- preliminary, main, and interview-- to choose candidates for Indian Administrative Service (IAS), Indian Foreign Service (IFS) and Indian Police Service (IPS) among others.

Science and Tech: World’s Largest Wind-Solar Hybrid Installation Unveiled In Jamaica

The world's largest hybrid renewable energy project to date was recently commissioned on the rooftop of the Myers, Fletcher, & Gordon (MFG) law firm in Kingston, Jamaica. Developed by WindStream Technologies, the landmark urban installation consists of 50 WindStream SolarMill units to harness available wind and solar resources.

The SolarMill is a new distributed energy technology consisting of Vertical Axis Wind Turbines (VAWT), solar panels and proprietary "smart" electronics. The energy generated by each SolarMill can either be used off grid with a storage system or inverted for use in grid-tied applications. Occupying the roof space, about the size of a solar panel, each SolarMill provides the highest energy density currently available in the renewable market.

The installation is said to generate over 106,000 kWh of renewable energy annually, (25 kW of wind and 55 kW of solar) with a return on investment (ROI) of less than four years. Over the course of the projected 25-year life span, the energy cost savings are expected to exceed $2 million. WindStream competed for and was awarded the project for its ability to maximize energy production and ROI within the confines of limited roof space.

"This was a bold undertaking and we expect to reap rich rewards through our partnership with WindStream," says Donovan Cunningham, COO of Myers Fletcher & Gordon.

The MFG SolarMill installation is a part of a larger effort by Jamaica Public Service (JPS) to provide greater access to renewable energy solutions in a country where the cost of energy is over three times the U.S. average. JPS and WindStream also collaborated with Eaton Houghton of Caribbean ESCO as the Caribbean's lead energy efficiency auditor for the project.

"The SolarMill installation is an excellent model for other businesses to follow," says Travis Campbell, COO of WindStream Technologies. "If you are interested in energy efficiency and saving money, SolarMills are a simple, cost-effective solution."

Scientists at The Australian National University (ANU) have uncovered the secret to twisting light at will. It is the latest step in the development of photonics, the faster, more compact and less carbon-hungry successor to electronics.

A random find in the washing basket led the team to create the latest in a new breed of materials known as metamaterials. These artificial materials show extraordinary properties quite unlike natural materials.

The work is published in Nature Communications.

"Our material can put a twist into light – that is, rotate its polarisation – orders of magnitude more strongly than natural materials," said lead author Mingkai Liu, a PhD student at the ANU Research School of Physics and Engineering (RSPE).

"And we can switch the effect on and off directly with light," said Mr Liu .

Electronics is estimated to account for two per cent of the global carbon footprint, a figure which photonics has the potential to reduce significantly. Already light carried by fibre optics, has replaced electricity for carrying signals over long distances. The next step is to develop photonic analogues of electronic computer chips, by actively controlling the properties of light, such as ; its polarisation.

Colombian singer Shakira set a new world record in the social media
realm after she became the first person to reach 100 million likes on
her Facebook account.

No less than Guinness World Records confirmed the pop star set the
social media record.

"The Colombian singer-songwriter reached the benchmark figure after
posting a photo of herself in the Maracanã Stadium in Rio, Brazil last
Sunday, prior to her performance during the closing ceremony of the 2014
FIFA World Cup," Guinness World Records said.

Shakira holds the distinction as most liked person on Facebook ahead of
pop stars Rihanna and Eminem.

For her part, Shakira said she was "honored and humbled" about the
milestone.

The singer also took to Facebook and Instagram to thank her fans.

"I am honored and humbled about reaching this milestone, because it's
one that's purely about connecting with my fans from all parts of the
globe. Social media and specifically Facebook has helped myself and
other artists bridge the gap between the stage and the audience. We've
been able to create a conversation, where both artists and fans can
share with one another their thoughts, achievements, the most important
moments of their lives in photographs and videos, and have a real,
ongoing dialogue," she said.

Guinness World Records quoted Justin Osofsky, Facebook's VP of Global
Operations and Media Partnerships, as saying: "The combination of

Science and Tech :Li-fi protocol allows use of the internet at the speed of light

Sisoft Company in Mexico has developed a technology that can illuminate a large work space, an auditorium or an office, while providing full mobile internet to every device that comes into the range of the light spectrum.

The Mexican group managed to transmit audio, video and Internet across the spectrum of light emitted by LED lamps. This new technology, called Li-Fi or light fidelity, is presented as an alternative to Wi-Fi because it will maximize the original provided speed of the internet to offer safer data transfer and a transfer rate of up to 10 gigabytes per second.

The Li-Fi device circulates data via LEDs that emit an intermittent flicker at a speed imperceptible to the human eye. "As Wi-Fi uses cables to spread our connections, wireless transmission Li-Fi uses LED lamps that emit high brightness light", said Arturo Campos Fentanes, CEO of Sisoft in Mexico.

Nearly all electronics require devices called oscillators that create precise frequencies—frequencies used to keep time in wristwatches or to transmit reliable signals to radios. For nearly 100 years, these oscillators have relied upon quartz crystals to provide a frequency reference, much like a tuning fork is used as a reference to tune a piano. However, future high-end navigation systems, radar systems, and even possibly tomorrow's consumer electronics will require references beyond the performance of quartz.

Now, researchers in the laboratory of Kerry Vahala, the Ted and Ginger Jenkins Professor of Information Science and Technology and Applied Physics at Caltech, have developed a method to stabilize microwave signals in the range of gigahertz, or billions of cycles per second—using a pair of laser beams as the reference, in lieu of a crystal.

Quartz crystals "tune" oscillators by vibrating at relatively low frequencies—those that fall at or below the range of megahertz, or millions of cycles per second, like radio waves. However, quartz crystals are so good at tuning these low frequencies that years ago, researchers were able to apply a technique called electrical frequency division that could convert higher-frequency microwave signals into lower-frequency signals, and then stabilize these with quartz.

The new technique, which Vahala and his colleagues have dubbed electro-optical frequency division, builds off of the method of optical frequency division, developed at the National Institute of Standards and Technology more than a decade ago. "Our new method reverses the architecture used in standard crystal-stabilized microwave oscillators—the 'quartz' reference is replaced by optical signals much higher in frequency than the microwave signal to be stabilized," Vahala says.

New Online Payment Service for Quicker Checkout Launched by Visa















Payment processor Visa is launching a new service called Visa Checkout that eliminates a few steps in online payment.

Visa Checkout joins similar services like eBay's PayPal, MasterCard's MasterPass, Amazon's one-click checkout and others. It's not Visa's first effort. In 2012, Visa launched a similar V.me service, which Visa Checkout is replacing.

The company and its retailing partners, including Neiman Marcus, Pizza Hut, Staples and others, hope a quicker payout will lead to fewer abandoned shopping carts online. As more customers shop on smaller screens like smartphones and tablets, the hassle of entering in credit card numbers and billing addresses is becoming a sticking point and payment processors have been working to find ways to simplify the process.

Users can sign up with Visa credit and debit cards, as well as other branded cards, and enter their card information just once. Then they will be able pay for things via Visa by only entering their username and password at participating sites. The service is currently being offered in the U.S., Canada and Australia

India to head 100 billion dollar BRICS Development Bank to be set up at Shanghai in China.

The capital for the bank will be split equally among the five participating countries. The bank will have its headquarters at Shanghai in China. Brazil's President, Dilma Rousseff announced the creation of the bank at a Brics summit meeting in Fortaleza, Brazil yesterday. At first, the bank will start off with 50 billion dollars in initial capital.

The emergency reserve fund which was announced as a Contingency Reserve Arrangement, will also have 100 billion dollars and will help developing nations avoid short term liquidity pressures, promote further Brics cooperation, strengthen the global financial safety net and complement existing international arrangements.

Germany's World Cup-winning team returned home on Tuesday to celebrate the country's fourth title with huge crowds of fans.

The team's plane touched down at Berlin's Tegel Airport midmorning after circling the "fan mile" in front of the landmark Brandenburg Gate.

Captain Philipp Lahm carried the trophy off the aircraft to cheers and a chorus of "Football's Coming Home" from fans gathered on the airport's viewing terrace.

He was followed by midfielder Bastian Schweinsteiger, draped in a German flag and sporting a bandage under his right eye, the result of a cut in the 1-0 win over Argentina in the final on Sunday.

From the airport, the team set off for downtown Berlin in a bus painted with the years of Germany's World Cup victories: The previous occasions were in 1954, 1974 and 1990.

They were to make the last part of the trip to the Brandenburg Gate on an open truck. The "fan mile" started filling up hours before the arrival, with some waiting overnight to get a place at the front.

"We're all excited to see what it will be like," Schweinsteiger told ARD television. "This time, thank God, we have the cup with us."

"It will only sink in for us in the next few days."

The team's plane was about an hour behind schedule, its departure from Rio de Janeiro delayed after a luggage truck hit the aircraft and damage to the paintwork had to be inspected.

The discovery 30 years ago of soccer-ball-shaped carbon molecules called buckyballs helped to spur an explosion of nanotechnology research. Now, there appears to be a new ball on the pitch.

Researchers from Brown University, Shanxi University and Tsinghua University in China have shown that a cluster of 40 boron atoms forms a hollow molecular cage similar to a carbon buckyball. It's the first experimental evidence that a boron cage structure—previously only a matter of speculation—does indeed exist.

"This is the first time that a boron cage has been observed experimentally," said Lai-Sheng Wang, a professor of chemistry at Brown who led the team that made the discovery. "As a chemist, finding new molecules and structures is always exciting. The fact that boron has the capacity to form this kind of structure is very interesting."

Wang and his colleagues describe the molecule, which they've dubbed borospherene, in the journal Nature Chemistry.

Carbon buckyballs are made of 60 carbon atoms arranged in pentagons and hexagons to form a sphere—like a soccer ball. Their discovery in 1985 was soon followed by discoveries of other hollow carbon structures including carbon nanotubes. Another famous carbon nanomaterial—a one-atom-thick sheet called graphene—followed shortly after.

After buckyballs, scientists wondered if other elements might form these odd hollow structures. One candidate was boron, carbon's neighbor on the periodic table. But because boron has one less electron than carbon, it can't form the same 60-atom structure found in the buckyball. The missing electrons would cause the cluster to collapse on itself. If a boron cage existed, it would have to have a different number of atoms.

Wang and his research group have been studying boron chemistry for years. In a paper published earlier this year, Wang and his colleagues showed that clusters of 36 boron atoms form one-atom-thick disks, which might be stitched together to form an analog to graphene, dubbed borophene. Wang's preliminary work suggested that there was also something special about boron clusters with 40 atoms. They seemed to be abnormally stable compared to other boron clusters. Figuring out what that 40-atom cluster actually looks like required a combination of experimental work and modeling using high-powered supercomputers.

Business Buzz: How rupee-dollar rates are determined

Ever wondered why the rupee quotes at 53.2 or 50 and not at Rs 20 or Rs 80 to a dollar?

It’s not much different from how the prices of your mangoes are determined, for example. Whether currency movements or prices of mangoes, the most important factor determining their price is the same – market forces of demand and supply.

If the demand for dollars increases, the value of dollar will appreciate. As the quotation for Rs/$ is a two way quote (that is, the price of one dollar is quoted in terms of how much rupees it takes to buy one dollar), an appreciation in the value of dollar would automatically mean a depreciation in Indian rupee and vice-versa.

For example, if rupee depreciates, a dollar which once cost Rs 47 would cost, say, Rs 50. In essence, the value of dollar has risen and the buying power of rupee has gone down.

Besides the primary powers of demand and supply, the rupee-dollar rates are determined by other market forces as well.

Market sentiments

During turbulent markets, investors usually prefer to park their money in safe havens such as US treasuries, Swiss franc, gold and so on to avoid losses to their portfolios. This flight to safety would lead to foreign investors redeeming their investments from India. This could increase the demand for dollar vis-à-vis Indian rupees.

Speculation

There are derivative instruments and over-the-counter currency instruments through which one can speculate/ hedge the underlying currency rates. When speculators sense improvements/ deterioration of the sentiments of the markets, they too want to benefit from such rising/ falling dollar. They then start buying/selling dollar which would further change the demand/ supply of the dollar.

RBI Intervention

When there is too much volatility in the rupee-dollar rates, the RBI prevents the rates from going out of control to protect the domestic economy. The RBI does this by buying dollars when rupee appreciates too much and by selling dollars when the rupee depreciates significantly.

Imports and Exports

Ever give thought as to why our government is trying to incentivise exports and reduce imports? There are a lot of schemes and incentives for exporters while importers are burdened with many conditions and taxes. This is to protect our economy from high rupee depreciation. Importing foreign goods requires us to make payment in dollars thus strengthening the dollar’s demand. Exports do the exact reverse.

Public Debt / Fiscal policy

Whenever our Government fails to match expenses with equivalent revenue, there is a shortage of funds. To finance this, the Government at times opts to borrow money from institutions such as the World Bank and the IMF. This debt, accrued interests, and the payments made, also lead to currency fluctuations.

Interest Rates

The prevailing interest rates on the government bonds attract foreign capital to India. If the rates are high enough to cover the foreign market risk and if the foreign investor is comfortable with the fundamentals or credit ratings, money would start pouring into India and thus provide us with a supply of dollars.

Tech buzz: MindRDR lets Google Glass users take photos and post them using only concentration




A team at interactive studio company This Place has announced the development of an app for Google Glass that provides a bridge between the wearable device (via Bluetooth) and a Neurosky EEG biosensor headset—allowing the wearer of both to take a photograph and post it to Facebook or Twitter using only their mind.

 
Google Glass has pros and cons—it's worn on the face, thus it doesn't have to be held, and with a lens right over the eye, it can be used for a huge variety of purposes. On the down side, commands are given by voice, "Okay Glass…" or by sliding a finger along the side-frame. By most accounts, both approaches leave much to be desired—speaking out loud to your device in public can be either annoying to others or embarrassing to the user, while stroking the side-frame can grow tiresome. Into this void steps the folks at This Place—they want people to be able to give Google Glass commands using only thoughts. MindRDR is just the first tiny baby-step. The app takes data from the EEG sensor and converts it to visual information via a white line overlaid over imagery in the camera's viewfinder. Concentrating on the line causes it to slowly move upwards. When it reaches the top of the viewfinder, a picture is taken—repeating the exercise results in the photo being posted to either the user's Facebook or Twitter account.
Clearly, this is not rocket science, but it's not supposed to be. The team at This Place acknowledge the limitations of the app but at the same time suggest it should be viewed not as something anyone would want now, but something that will develop into something truly useful, which users will want. To help make that happen, they've released the code for the app, making it open source. The hope is that other groups will take the technology further, adding functionality, reducing the size of the EEG sensor—doing things that will result in users someday being able to control the device entirely with their mind.

If you prefer beautiful routes over short ones, GPS mapping algorithms are of little use. But Yahoo researchers have come up with an approach that could change that.

 

The way we navigate in cities has been revolutionized in the last few years by the advent of GPS mapping programs. Enter your start and end location and these will give you the shortest route from A to B.

That’s usually the best bet when driving, but walking is a different matter. Often, pedestrians want the quietest route or the most beautiful but if they turn to a mapping application, they’ll get little help.

The highlights of Union Budget India 2014 :

Here are the highlights of Union Budget 2014 tabled by finance minister Arun Jaitley on Thursday:


* Tax proposals on indirect tax front would yield Rs 7,525 crore.

* ​Indian Custom Single Window Project to be taken up for facilitating trade.

* Clean energy cess increased from Rs 50/ tonne to Rs 100/tonne.

* Additional 5% excise tax to be levied on aerated drinks with added sugar (cold drinks). Tobacco products also to get costly as excise duty hiked to 72%

* Government announces reduction in excise duty for specified food package industry from 10% to 6%.

*​ Excise duty on footwear reduced from 12% to 6%

* Government announces measures to encourage manufacture of LCD/LED panels of TVs.

* Housing loan rebate to raised from Rs 1.5 lakh to Rs 2 lakh.

* Net effect of direct tax proposals is revenue loss of Rs 22,200 crore.

* Government proposes to increase investment limit under Section 80C from Rs 1 lakh to Rs 1.5 lakh.

* Tax exemption limit for small and marginal, and senior tax payers changed from Rs 2.0 to Rs 2.5 lakh. For senior citizens, no tax for income up to Rs 3 lakh per annum.

How to increase iPhone or Android's battery life

  • Turn the screen brightness down

    On iOS 7, use the dimming slider on the Control Centre (swipe up from the bottom of the screen), or in any version of iOS go to Settings -> Wallpaper & Brightness -> Brightness. It’s often a good idea to turn off auto-brightness, which makes the screen brighter when you’re in bright surroundings. 

    On Android, use the screen brightness toggle in Quick Settings (swipe down from the top to bring down the Notification Shade and tap the top right had quick settings toggle if needed) the brightness slider under display settings. Some Android phones, including Samsung devices, let you increase or decrease the screen brightness while still maintaining automatic adjustment.

  • When you can, switch to Airplane mode

    On iOS 7, swipe up for Control Centre and press the “Airplane” icon on the top left.
    On Android, swipe down for the Notifications Shade, switch to Quick Settings and tap the “Airplane” icon.
  • Turn off Wi-Fi and Blutooth

    On iOS, swipe up for Control Centre: if the Wi-Fi or Bluetooth icons are showing white, press them so they’re showing as grey.
    On Android, swipe down for the Notifications Shade, switch to Quick Settings and tap the Wi-Fi and Bluetooth icons so that they are greyed out.
  • Turn on Airplane mode but enable Wi-Fi

    On iOS, swipe up for Control Centre, touch the Airplane icon so it goes white: the Wi-Fi icon will go grey. Then touch the Wi-Fi icon, which will go white.
    On Android, swipe down for the Notifications Shade, switch to Quick Settings and tap the “Airplane” icon, then tap on the Wi-Fi icon which will light up.
  • Turn it into a phone without internet

    On iOS, to turn off mobile data go to Settings -> Mobile (or Cellular in the US) -> Mobile data: turn this off.
    On Android, turn off mobile data by going into Settings –> Data usage –> untick Mobile data to turn it off.
  • Manually check email, Twitter or Facebook

    On iOS, the best way is to deactivate those apps in the Notification Centre - though you might not remember to reinstate them. But if you really need to, go to the Notification Centre and choose “none” for the activation style.
    On Android, turn off “Sync” by going into Settings –> Accounts and then tap each account you want to turn Sync off for. Once in each account, uncheck Sync. Google, Exchange, Twitter, Facebook, Evernote and many other accounts have Sync options. Users can still check their email manually by using the Gmail or applicable app and manually refreshing their email.
    Some Android phones also have a Sync toggle in Quick Settings, which disables Sync for all accounts on the device.
  • Turn off the screen faster

    On iOS, go to Settings -> General -> Auto-Lock and reduce this (the lowest possible setting is 1 minute). Alternatively, any time you’ve done looking at the screen, press the power button on top of the device to turn off (and lock) the screen. It’s also a good idea to have a passcode set - as most people already do - just in case you lose your device. (Do that in Settings -> Passcode; on the iPhone 5S it is “Touch ID & Passcode”.)
    On Android, reduce the Screen timeout within Settings –> Display –> Screen timeout.
  • Turn off location detection

    On iOS, go to Settings -> Privacy -> Location Services and turn it “Off”. This will prevent you getting maps and a lot of location-based information (and means your phone won’t be able to reset its time zone when you arrive at your destination).
    On Android, go to Settings –> Location and switch it to “Off”. This will disable location services for all apps. Alternatively you can change accuracy of location information (and reduce power consumption) by tapping “Mode” under Location and changing to Battery or Power saving, which uses Wi-Fi and mobile phone signal to estimate the phone’s location, rather than GPS.
  • Don’t listen to music, watch video or play games

    Decoding MP3s or MP4s, and doing the calculations for a game all make demands on the phone’s processor.

  • Minimise the photos you share. 

    Using the camera can be a significant drain on the battery, especially video recording. When you need the battery to last, stop taking photos.
    While dimming the screen and turning off radios will give you the greatest benefit in terms of battery saving, there are still some platform-specific ways to save battery life if you just want to simplify things.

Tech Update:Windows 9 will see Microsoft paying more attention to desktop

According to various reports, the next version of Windows, codenamed Threshold, will reportedly arrive in March 2015. Notably, Threshold will incorporate a variety of features targeted at Windows "desktop" users who predominantly do work with their machines using a keyboard and mouse.

According to ZDNet, Threshold is being planned around a number of primary product versions, or SKUs, each of which would cater towards different types of devices.

Specifically, a "modern" consumer SKU will be catered towards Windows Phones, phablets and hybrid devices with an emphasis towards Modern apps. In addition, a "traditional" consumer SKU would offer the highest level of familiarity with users already familiar with a Windows PC.

Finally, an enterprise SKU will deliver all the usual features in the consumer editions, but with added support for group policy and device management, among other enterprise-centric features. And unlike the SKUs for consumers, the enterprise version might be subject to IT policies for organizations that do not want to automatically adopt Microsoft's (NASDAQ: MSFT) regular updates.

dismissing Milos Raonic 6-4, 6-4 6-4 in Friday's semi-finals at the All
England Club.

The 32-year-old Swiss is through to his ninth final at The Championships
and is bidding to win an unprecedented eighth title. Victory would mark
his 18th Grand Slam championship win and first since beating Andy Murray
on Centre Court two years ago.

"I'm extremely happy to be in another final," Federer told BBC
television as he walked off court after beating first-time semi-finalist
Raonic in one hour and 41 minutes. "It would mean a lot [to win
Wimbledon again]. I feel unbelievably proud every time I walk the
grounds here. I know I don't have 10 [years] left. I'll try to enjoy it.
The first one in 2003 was a dream come true; it's surreal that I've been
so successful here."

Tech Buzz :Ekocycle 3D printer uses recycled plastic bottles as component in filament cartridges

Cubify has announced that it will be selling a $1199 printer later this year called the Ekocycle Cube 3D Printer—it will be using recycled PET plastic bottles as one component in its filament cartridges—a single cartridge will hold the equivalent of three 20oz. bottles, making up 25 percent of its content.

Entertainer Will.i.am, chief creative officer for 3DSystems, designer of the printer (in collaboration with Coca-Cola), is serving as a promoter to drum up support for the printer and for the creation of eco-friendly technology in general.
